File a Complaint The Department of Children and Families takes all complaints seriously. If you have an issue with one of our programs and need resolution, we want to make sure it reaches the right person. Group Home, Residential Care Center, Shelter Care, or Child Placing Agency concerns If you have concerns about a Group Home, Residential Care Center, Shelter Care, or Child Placing Agency, contact the DCF Child Welfare Facility Licensing section. Foster Home Provider or Guardian you have a complaint about a foster home provider or guardian, contact the Foster Care Coordinator for the county where the provider or guardian is located.
