Reports and Data DCF publishes many reports about our work improving the lives of Wisconsin families. Data and statistical reports have been grouped by program area. Child Support Child Support Dashboards An assortment of child support program performance reports presented in a visually interactive format. Child Welfare Child Protective Services Reports Child Abuse and Neglect Report (2017) The annual report shows information on child protective services reports of child abuse and neglect for a calendar year. Previous annual reports are below. 2016 2015 2014 2013 Report on Children with Disabilities Served in the Child Welfare System (December 2016) This report provides the Department’s plan to strengthen child welfare services for children with disabilities, as required by 2015 Wisconsin Act 365. The report was developed through a workgroup established by DCF composed of a broad range of stakeholders. Child Welfare Dashboards Visual reports showing statewide and local agency child welfare performance summary data. These dashboards cover child protective services, child out-of-home placement, leaving a placement and child well-being. The hover capabilities provide helpful information. All dashboards are screen-reader friendly. Child Protective Services (CPS) Access Dashboard Provides data related to Access screening decisions and trends in Wisconsin. Initial Assessment (IA) Timeliness Dashboard Presents data on performance in Initial Assessment completion and initial contact timeliness in the most recent month and in six month trends. Placement Placement Stability Dashboard Provides statewide and county summary information related to the number of placements children experience while in Out-of-Home (OHC). Adoption Outcomes Dashboard Provides statewide, adoption region and county-specific information about finalized adoptions. Re-Entry Into Out-of-Home Care Dashboard Presents statewide and county summary data about children who return to an OHC placement within 12 months. These children had left OHC to live in a permanent family setting. Placement Discharges Legal Permanence Dashboards Offers statewide and county data about children leaving out-of-home care to live in a permanent living arrangement. Returning to live with their parent(s) Adoption Guardianship The following dashboards show the time to Legal Permanency for Children Entering Out-of-Home Care in 3 increments. Less Than 12 Months In 12 - 23 Months 24 Months or more Aging Out Dashboard Presents past year and year-to-date statewide and county quarterly summary data. Shows trends about youth who are too old for continued out-of-home care services. Well-being Caseworker Contacts Dashboard Provides cumulative information related to monthly caseworker contact requirements, in Wisconsin, for the federal fiscal year. Each data year begins in October. Out-of-Home Placement (OHP) Child & Parental Needs and Child Co-Occurring Needs These dashboards are no longer available. The following reports offer a point in time snapshot of statewide, county, and regional data. A standardized assessment tool, Child and Adolescent Needs and Strengths (CANS) is used for the scoring. Child and Youth Needs Data Reference provides counts of children in out-of-home care by CANS scores of each of the well-being indicators: Trauma Behavior/Emotional Risks Physical health Education Parental Needs Data Reference refers to parent(s), with a child in out-of-home care, who have are identified as a permanency resource. A parent count by CANS score is provided for each of the well-being indicators: Substance Use Mental Health Physical Health Education/Employment Child Co-Occurring Needs Data Reference refers to the counts of children in out-of-home care who have one or more well-being indicators scored. Providers Provider Performance Based Measures (PBM) Performance based measures is a method of tracking outcomes for out-of-home care agencies licensed by the Wisconsin Department of Children and Families. There are 3 dashboards, one for each type of provider: group homes, residential care centers, and child placing agencies. Citizen Review Panel Reports and Responses Citizen Review Panel Reports and Responses States are required to have Citizen Review Panels under the Child Abuse Prevention and Treatment Act (CAPTA). The panels are made up of volunteer citizens and professionals working together to improve child protection at the state and local levels. Their goal is to improve child welfare outcomes for children and families . Citizen review panels are required to submit an annual report to the Department of Children & Families (DCF) that includes recommendations about state and local child welfare services. DCF must respond to those recommendations within six months of receiving the report. Continuous Quality Improvement (CQI) and Child & Family Services Review (CFSR) Reports Continuous Quality Improvement (CQI) Reports Statewide reports on reviews of Wisconsin's child welfare systems. Child and Family Services Review (CFSR) Reports Statewide reports related to the federal review process focused on program outcomes for child safety, permanency, and child & family well-being. Out-of-Home Care Reports Out of Home Care (OHC) Monthly Statistics The Out-of-Home Care (OHC) monthly statistics provide statewide six-month trend data pertaining to children: Entering OHC during the month In care on the last day of the month Discharged from OHC during the month Also included are six month county counts of children in OHC on the last day of the month for a calendar year. Previous annual reports are below. 2016 2015 2014 2013 Post-Reunification Support (PS) Program Reports Interim Evaluation Report The Interim Evaluation Report of the Wisconsin Waiver Program by the Children and Family Research Center at the University of Illinois. Post-Reunification Program Semi-Annual Progress Report Federally mandated report of the current practices and results of the Wisconsin Post-Reunfication Support Program. Wisconsin Act 78 Public Disclosure Reports Public Disclosure of Child Protective Services (CPS) Critical Incident Reports The public notification and follow-up CPS system review(s) in cases of child death, serious injury, and egregious or critical incidents due to maltreatment or suspected maltreatment. Public Disclosure of Alleged Sexual Abuse of Children in Out-of-Home Care Placement This series of reports provides information about alleged sexual abuse of children while they are in an out-of-home care placement. Each quarterly and annual report has a statewide summary along with a table of information by county. Wisconsin Shares Child Care Subsidy Wisconsin Shares Child Care Subsidy Program Data The Wisconsin Shares statistical reports include monthly and quarterly information about number of families and children served by Wisconsin Shares subsidies, program expenditures, and more. Wisconsin Works Wisconsin Works Research and Analytics W-2 reports display the number of W-2 cases, W-2 participant placement types, and W-2 recipients that had a placement as of the last day of the report month (or the latest day in the report month where there was a placement before a case closed). Refugee Cash Assistance Program Data The monthly report displays the number of cases and recipients receiving benefits under the RCA program. Key Performance Indicators (KPIs) Key Performance Indicators (KPIs) Agency Key Performance Indicators (KPIs) are a set of metrics used to measure performance over time and help gauge if the Department is meeting its strategic goals and mission. Through the use of data-driven dashboards and reports, Key Performance Indicators are designed to provide information for strategic decision-making and results-oriented improvement efforts. The Bureau of Performance Management (BPM) supports and manages the KPI dashboards on behalf of the Department. DMCPS Settlement Agreement Information Jeanine B. Settlement Agreement – The Performance Analysis Unit is responsible for independent and objective reporting on Settlement Agreement measures. There are monthly, quarterly and semi-annual reports required as part of the Agreement. PA staff work with DMCPS and its contractors to collect and validate all data contained within these reports, and often present findings to the DMCPS Partnership Council.
