Training Delivery

W-2 Training Requirements

WI State Administrative Rule DCF 103 directs the Division of Family and Economic Security (DFES) to require initial and ongoing training for W-2 workers. There are guidelines for trainer qualifications, new worker training program content, experienced worker training requirements, reporting and documentation requirements, and successful completion requirements. Training programs are conducted according to set guidelines. Annual Administrative Memos outline training requirements for W-2 Agency workers. A variety of training programs are offered throughout the year, based on both need and training requirements.

Enhanced Case Management

Enhanced Case Management (ECM) courses are offered for experienced staff throughout the year. A variety of topics are included and offered at locations across the state, virtually, and through online computer-based training. These sessions cover case management techniques, special needs, and programmatic topics for W-2 workers.

Policy

Policy courses are developed and offered as needed throughout the year. Policy sessions may be offered in all or limited regions, based on need, as well as virtually statewide. Policy sessions include W-2 and related programs.

WWP and CWW/CARES

Training programs on WWP, CWW/CARES, and other reporting systems are developed and delivered via classroom or distance as needed throughout the year.

On-Site Support

PTT trainers provide support to local W-2 agencies with many activities. Trainers may provide on-site support to a single staff member, a work unit, or supervisors on local training issues. They provide phone consultation, present topics at organizational conferences, attend local staff meetings, and participate in topical workgroups.

Training staff also are available to observe local agency W-2 processes and offer advice and support to agency operations staff.

Trainers complete a form to collect information on the amount of time spent in on-site support and the training issues that local agencies bring to PTT.

Child Support Training

Child Support does not have any mandated training requirements. However, training is offered through PTT on a variety of topics including policy, process, systems, and Child Support case management.

KIDS Information Data System (KIDS)

Training programs on KIDS and other reporting systems are developed and delivered via classroom or distance as needed throughout the year.

Child Support On-Site Support

PTT trainers provide support to local Child Support agencies with many activities. Trainers may provide on-site support to a single staff, a work unit, or supervisors on local training issues. They provide phone consultation, present topics at organizational conferences, attend local staff meetings and participate in topical workgroups. Most Child Support On-Site Support is provided to agency staff by the trainer(s) through Zoom or Teams sessions.

All on-site support requests from agencies are tracked and trainers complete an Onsite Reporting Form to collect information on the amount of time spent in on-site support, and the training issues that local agencies bring to PTT.
