Child Welfare Licensed Facility Resources

Licensed Child Welfare Facilities in Wisconsin make a difference every day by protecting the health, safety, and welfare of the children in caring out-of-home environments. The Department of Children and Families supports licensed facilities to assist in coordinating and providing care for children.

Forms and Publications

The Department of Children and Families (DCF) has created forms and publications for use by group homes, residential care centers, shelter care facilities, and child placing agencies. Some, but not all, of these forms are mandatory as noted in the forms status column. These items are searchable by facility type.

Rate Regulation

Yearly DCF is required to establish a per client rate that each group home, residential care center or child placing agency may charge. Learn more about Child Welfare Licensing Rate Regulation.

Child Welfare Licensing Email Notification Sign Up

All facilities licensed by the Child Welfare Licensing section are required to sign up to receive email notifications issued by the Division of Safety and Permanence within the Department of Children and Families (DCF). The policy memos create or explain requirements for child welfare agencies. Agencies must follow the instruction or interpretations explained.
