Civil Rights Compliance Plans All recipients of Federal and/or State funds are required to complete and submit a Civil Rights Compliance Letter of Assurance (LOA) to DCF, regardless of the agency’s size. Agencies that employ 50 or more employees and receive more than $50,000 must complete a CRC Plan, which must be kept on file within the agency. The plan must be provided upon request to DCF. The Civil Rights Compliance (CRC) Requirements for the compliance period of January 1, 2022 - December 31, 2025, were issued jointly by DCF and the Departments of Health Services.
