Agenda

  • Welcome, Call to Order & Agenda Review
  • The meeting will be called to order and agenda reviewed.
    • The meeting was called to order at 4:13 p.m.
  • The cabinet will review and approve meeting minutes from the December 06, 2025 meeting.
    • The meeting minutes from December 6, 2025 were reviewed and approved at 4:18 p.m.

Federal & State Updates

The DCF Secretary will share recent updates with the cabinet. 

  • DCF Secretary Jeff Pertl shared recent federal and state updates about funding for child care, Head Start, the community service block grant at the federal level and details about Get Kids Ready and Child Care Bridge Payments at the state level. Additionally, noted how child care, with housing and health care are three major items in discussion at the state.
  • The group clarified questions about Get Kids Ready, discussed the need for paid family leave, and posed questions about supporting children with special needs in the budget. Erin shared how supporting children with special needs could come up in the community listening sessions.

Connection Activity

The cabinet will participate in a connection activity.

PCAC members shared their experiences with promoting the Child Care Quality and Experiences survey and plans to support community listening sessions. PCAC members shared mixed responses to-date: one member shared there is a lot happening, impacting families and promoting the survey seemed harder this time; another member shared fielding calls about the survey uncertain if changes would occur by completing the survey; another member shared how individuals were enthusiastic with having these conversations and were willing to provide and share in-depth to identify problems and potential solutions.

Child Care Quality & Experiences Survey

The cabinet will discuss the Child Care Quality & Experiences survey and review emerging data and themes.  

Andrea shared early trends from the Child Care Quality & Experiences survey data. This included strong agreement with the elements of child care quality and families’ feedback about the importance of having positive relationships and strong communication with their child care program including ensuring that programs acknowledge their ideas and builds on their strengths.

Community Conversations

The cabinet will discuss upcoming plans for community listening sessions.   

PCAC members provided an overview of listening sessions to-date, including phone call, interviews completed in Madison and plans for an in-person session in Beloit in April. The group posed questions and shared insights about the variety of possible sessions they could begin planning for.

Closing Remarks & Adjourn

  • The group reviewed next steps with planning community conversations and shared the next quarterly meeting date of June 18, 2026, 4 p.m. – 6 p.m.
  • The meeting was adjourned at 6:01 p.m.
