Adoption Assistance Amendments

Wondering how to request an increase to a monthly subsidy? The Wisconsin Family Connections Center (WiFCC) provides support to adoptive parents in the completion and processing of the required documents to apply for an AA amendment, including submission the AA amendment request to DCF.  An adoption assistance (AA) amendment is a one-year increase to the monthly subsidy. An amendment is established by a time-limited agreement between DCF and the adoptive parent(s). Adoptive parent(s) may request new amendments annually while the initial Adoption Assistance Agreement is in effect.

To be eligible to apply for an AA amendment, the adoptive parent(s) must:

  1. Have an active AA agreement with the Wisconsin Department of Children and Families (DCF);
  2. Believe that the child’s emotional, behavioral, or physical needs have increased since the time of adoption; and
  3. Meet at least one of the following requirements:
    1. It has been at least 12 months since the child was adopted.
    2. It has been at least 12 months since a previous denial for an AA amendment.
    3. It is within 120 days before the expiration of an active AA amendment.

How to apply for an Amendment (Subsidy Increase)

Before completing the following questions ensure that you are eligible for an AA Amendment (see above).



AA Amendment Request Forms (CANS) - Birth to 4

The following forms are required to complete an Adoption Assistance Amendment Request. Once all 4 forms have been completed and submitted, they will be sent to the Wisconsin Family Connection Center (WiFCC) program staff.  The WiFCC program staff will process the request, follow-up with the adoptive parent, and will submit the request to DCF for final review and approval.

Forms to be completed by a non-relative provider

The amendment request will not be processed or submitted to DCF until ALL 4 forms are completed and received by the Wisconsin Family Connection Center (WiFCC)

Note: If you reside outside of Wisconsin, the Department, in compliance with Wisconsin State Statute § 48.975, must determine if there has been a substantiated report of abuse or neglect of the child before approving an Adoption Assistance Amendment. Please use the Interstate Child Care Background Check Contact List to find the form to complete an Interstate Child Abuse and Neglect Registry for the state in which you reside.
