All foster homes are assigned a level of care (LOC) during the licensing process based on the foster parent’s knowledge, training, skills, experience, and relationship the foster child. Each level of care has a specific number of training hours and experience requirements associated with it.

The Child and Adolescent Needs and Strengths (CANS) tool is a multi-purpose instrument developed to support:

  • decision making, including Level of Need and service planning

  • to allow for the monitoring of outcomes of services

The Department of Children and Families (DCF), is responsible for licensing and monitoring child welfare agencies, to include Child Placing Agencies and Residential Care Centers for Children and Youth. In addition, DCF licenses Group Homes and Shelter Care Facilities serving children and youth throughout the state. DCF ensures that licensing requirements are met through ongoing inspection of licensed agencies.
