Security Request Process

I Need Access to.... How Do I Get It?

Below you can find instructions for requesting access to DCF's IT programs. Click the desired tab to see the instructions. If you need child care system access, visit the Security Access Guide for Child Care Agency Workers for a complete list of request forms.

Submission Instructions

  • Please submit one pdf per form to DCF Service Desk or WEBi Data Steward as indicated in the form’s instructions.  Also, please make sure forms are complete and have proper signatures. We will not be accepting electronic signatures.
  • Do not reuse previous Cherwell ticket emails for new access requests.  If you do, your request will be attached to the old ticket and will not be seen or processed.
Benefit Recovery Investigation System (BRITS)

Who should have access?

Agency /County/Tribal Workers , External Contracted Agencies and Various State Employees who perform Fraud Tracking and Investigation activities for IM, W-2 and/or ChildCare programs as well as DHS-OIG.

Request Process

  1. Access form DCF-F-5122-E BRITS Application – User Setup Form
  2. Fill out the form according to instructions.
  3. DCF Security will email you letting you know if your request has been granted and processed or denied.

Birth Query (Vital Records)

Who should have access?

Child Support and W-2 Agency Workers.

Request Process

  1. User fills out the Request Access form (DCF-2923-E).
  2. Fill out the general information at the top of the form.
  3. In Question 13. A1, select other, and type in birth query.
  4. In question 17, fill in your WIEXT account name next to DWD WI Logon ID.
  5. Print the form
  6. Sign the form, have your supervisor and Agency security Officer sign the form on the appropriate lines.   
    Note: For DCF employees, the Security Officer information can be left blank because DCF Security is your security officer.
  7. Fax form to 608-327-6420.
  8. DCF Security will email you letting you know if your request has been granted and processed or denied.

Business Objects/WebI

Who should have access?

Local county/tribal/agency staff that interacts with associated programs and/or systems.

Request Process

  1. The User completes the Business Objects Request form (see forms below) specific to the program in which they are requesting access for.
  2. The User’s Supervisor and Agency Security Officer signs the form
  3. The User then scans and emails the signed form to the Program Area Data Steward.
  4. *The Program Area Data Steward signs the form and sends the form to the DCF Service Desk.
  5. The DCF Security Officer grants access to the User.

*For BRITS and FoodShare and Automated Case Directory requests, a Data Steward approval is not required. The User's Supervisor should send the form directly to the DCF Service Desk in this case.

WebI Training and Resources

Users are invited to visit the links below for DCF provided Business Objects Web Intelligence training. These short video segments will teach users basic navigation and usage of the Business Objects platform; they have been updated to reflect the new Business Objects 4.3 Fiori interface.

Updating WebI Password

WebI Passwords must be updated every 59 days or less.  Accounts with passwords 60 days or older will be deactivated.

CARES

W-2 and IM agency users

Fill out the CARES Automated Systems Access Request (F-00476)  form and e-mail to DHS CARES Security.

All other users

  1. User electronically fills out the Request Access form (DCF-2923-E)
  2. Supervisor electronically signs the form, and acquires other needed signatures
  3. Security Officer attaches form to an email, and sends to DCF Service Desk
  4. DCF Security emails User/Security Officer when processed

CARES Worker Web (CWW)

W-2 and IM agency users

  1. Fill out form CARES Automated Systems Access Request (F-00476) and e-mail to DHS CARES Security.
  2. CWW requires a WAMS ID. Visit the Wisconsin User ID website to create one.

All other users

  1. User electronically fills out the Request Access form (DCF-2923-E)
  2. Supervisor electronically signs the form, and acquires other needed signatures
  3. Security Officer attaches form to an email, and sends to DCF Service Desk
  4. DCF Security emails User/Security Officer when processed

Child Care Parent Portal

Who should have access to the Child Care Parent Portal?

Parents receiving Wisconsin Shares Child Care subsidy, local county/tribal child care workers, and state staff.

Request Process

Parents may access the Parent Portal using their ACCESS login and password. Local child care agency, tribal, and state workers automatically get access to the Parent Portal when their CSAW access is granted.

Child Care Provider Portal (CCPP)

Who should have access?

Child care providers, local county/tribal child care workers and state staff.

Child Care Statewide Administration on the Web (CSAW)

Who should have access?

Local county/tribal child care workers and state staff.

Request Process

  1. County Tribal Child Care Workers fill out form Child Care Online Systems (CCPP/CSAW) Access Request for Agency Staff Only (DCF-F-DWSW-13358-E).
  2. Print the form
  3. Sign the form, have your supervisor and Agency security Officer sign the form on the appropriate lines.   
    Note: For DCF employees, the Security Officer information can be left blank because DCF Security is your security officer.
  4. Email form to the DCF Service Desk or Fax form to 608-327-6420.
  5. DCF Security will email you letting you know if your request has been granted and processed or denied.

Child Support Partner Resource (CSPR) SharePoint site 

Who should have access?

DCF employees can request access using their DCFINT domain credentials. DCF partners that need to access the information on the Child Support Partner Resources will need to create a WIEXT account.

Request Process

  1. User fills out the Request Access form (DCF-2923-E).
  2. Fill out the general information at the top of the form.
  3. In question 13.A1, check CSPR.
  4. In question 13.A3, non-DCF users must fill in your WIEXT account name (a.k.a. DWD\Wisconsin Logon ID) next to Provide WIEXT ID.’
  5. Print the form or save as a document.
  6. Sign the form, have your supervisor and Agency Security Officer sign the form on the appropriate lines.  Electronic signatures are also accepted.   
    Note: For DCF employees, the Security Officer information can be left blank because DCF Security is your security officer.
  7. Email the form as an attachment to DCF Service Desk and request access to the CSPR SharePoint site.
  8. DCF Service Desk will create a request to DCF BCS System Support and Development
  9. BCS will review the request and approve or deny it and forward the ticket to DCF security.
  10. If denied, DCF Security will notify the requestor. If approved, DCF Security will grant access.
  11. Upon setup completion, DCF Security will notify requestor and close Request.

Direct Certification Program (DCP)

Who should have access?

School District personnel that certify children to be eligible for free school meals.

Request Process

  1. User fills out Direct Certification Program (DCP) Web Access Request form, signs form, has Supervisor sign form. Supervisor faxes completed form to DPI at 608-267-0363 or emails it to DPI.
  2. User receives confirmation that access has been granted.

eWISACWIS

Who should have access?

Local county/tribal child welfare agency staff, appropriate State staff, and other authorized users.

Request Process

  1. User reads DCF eWiSACWIS memo dated February 26, 2007 – eWiSACWIS: Confidentiality and Access to the System
  2. User reads DCF eWiSACWIS confidentiality policy – Access to eWiSACWIS and Information Contained in eWiSACWIS
  3. User signs CFS-2275 – eWiSACWIS Use Agreement
  4. User accesses the Wisconsin Web Access Management System (WAMS) to create a Wisconsin User ID and Password.
  5. For local county/tribal agency staff: User’s Supervisor creates a new security request to add the user as a new worker in eWiSACWIS.

For State agency staff and other authorized users: User’s Supervisor contacts Jenny Bundrage (DCFeWiSACWISRequests@wisconsin.gov or 608-422-6593) to add the user as a new worker in eWiSACWIS.

KIDS

Who should have access?

Local county/tribal child support workers and certain MECA, DMCPS and other state staff.

Request Process

  1. User fills out the Request Access form (DCF-2923-E).
  2. Print the form
  3. Sign the form, have your supervisor and Agency Security Officer sign the form on the appropriate lines.   
    Note: For DCF employees, the Security Officer information can be left blank because DCF Security is your security officer.
  4. Email form to DCF Service Desk or fax form to 608-327-6420.
  5. DCF Security will email you letting you know if your request has been granted and processed or denied.

SPARC

Accessing SPARC

WISCCRS (Formerly CCPC)

State and local child care licensing and certification staff.

Request Process

  1. Access the Wisconsin Child Care Regulatory System (WISCCRS/CCPP) Access Request (DCF-F-2666-E).
  2. Fill out the general information at the top of the form.
  3. In question 6, fill in your WIEXT ID.
  4. Make sure the appropriate level of access and county are specified in questions 4 and 5.
  5. Print the form
  6. Sign the form, have your supervisor and Agency security Officer sign the form on the appropriate lines.   
    Note: For DCF employees, the Security Officer information can be left blank because DCF Security is your security officer.
  7. Fax to 608-327-6420.
  8. DCF Security will email you letting you know if your request has been granted and processed or denied.

Wisconsin Work Programs (WWP)

The Wisconsin Work Programs application is used by W-2 agency and state staff.

Request Process

  1. Please ensure you have a WAMS WI User ID 
    • If you have a WAMS ID you use for CWW, your WWP WAMS ID should be the same. Please log into WAMS Profile Management at to verify that your profile demographic information (email, legal name, address, phone) are your current organizational information, not personal information.
    • If you do not have a WAMS ID, visit WAMS Self Registration to create one. For your profile information, enter your organizational demographic information (email, legal name, address, phone).
  2. Fill out the Wisconsin Work Programs (WWP) User Access Request (DCF-F-5212)
  3. Print the form
  4. Sign the form, have your supervisor and Agency security Officer sign the form on the appropriate lines.   
    Note: For DCF employees, the Security Officer information can be left blank because DCF Security is your security officer.
  5. Email the form to the DCF Service Desk.
  6. DCF Security will email you letting you know if your request has been granted and processed or denied.
  7. The entire process takes approximately 5 business days.
Youngstar

Who should have access?

State and regional YoungStar workers.

Request Process

  1. Access the YoungStar Case Management System Access Request (DCF-F-4095-E).
  2. Fill out the general information at the top of the form.
  3. In question 6, fill in your WIEXT ID.
  4. Make sure to enter the Organization, County or Tribe name in question 3, to select the Role(s) of the Applicant in question 4, and the to specify the YoungStar Region(s) in question 5.
  5. Print the form
  6. Sign the form, have Supervisor sign the form, scan form and submit it via email to DCF Service Desk.
  7. DCF Security will email you letting you know if your request has been granted and processed or denied.
