Wisconsin Refugee Youth Leadership Council Frequently Asked Questions (FAQ) What is the Wisconsin Refugee Youth Leadership Council (WRYLC)? The Wisconsin Refugee Youth Leadership Council (WRYLC) is a transformative, one-year program that empowers refugee youth across Wisconsin. The program aims to amplify refugee youth voices through leadership development, community organization, advocacy, and education, equipping young people with the tools to create change. WRYLC offers a safe, supportive space for youth to share their stories, acquire vital skills, and lead initiatives that positively impact their communities. Who is eligible for WRYLC? The Bureau of Refugee Programs (BRP) invites passionate refugee youth who are interested in positively contributing to their communities to apply for the program. If you're a refugee or hold an ORR-eligible status this is your chance to lead, collaborate, and advocate for positive change. To qualify, you must be aged 18 to 24 by October 1, 2026, reside in Wisconsin, and have proficient English skills. Who is a refugee? According to the Office of Refugee Resettlement (ORR), a refugee is an individual granted refugee status overseas by the U.S. Department of Homeland Security because of persecution or a well-founded fear of persecution for reasons of race, religion, nationality, membership of a particular social group, or political opinion and unable or unwilling to return to their home country. If you entered the U.S. as a refugee, you are eligible to apply. * *Note: if you entered the U.S. as a refugee or ever held an ORR-Eligible status and have now obtained lawful permanent residence or U.S. citizenship, you are still eligible to apply. Who are other ORR-Eligible populations? Amerasians, Asylees, Cuban and Haitian Entrants, Afghan and Iraqi Special Immigrants, Certain Afghan Humanitarian Parolees, Certain Ukrainian Humanitarian Parolees, Victims of Human Trafficking, and Eligible Unaccompanied Alien Children. How do I apply for WRYLC? Applying for the program is simple and straightforward! Please complete the Application Form by September 30, 2026. Carefully review the Application Instructions before you start to ensure your submission is accepted. How many applicants will be selected for the program? The WRYLC program will select between 8 and 12 applicants to participate. Does it cost anything to join? There is no cost to join WRYLC, and membership is completely free — join us today! What kind of training and support does WRYLC offer? WRYLC is dedicated to empowering its members to reach new heights in their personal and professional lives. Through personalized and small group support, you will enhance your leadership abilities and turn your goals into reality. Our monthly meetings feature a dynamic range of leadership development and skills-building opportunities, all designed to equip you with the tools you need to succeed. Session themes include: Leadership Characteristics & Principles Collaboration & Teamwork Strategic Planning, Critical thinking, & Decision-making Coping with Trauma & Building Resilience Culture & Community Civic Engagement: Youth & Government Community Engagement & Advocacy Effective Communication, Negotiation, & Conflict Resolution Career Readiness: Youth as the Workforce Most importantly, WRYLC is crafted to support you in achieving your unique goals! All members are encouraged to regularly share feedback, ensuring your experience continually improves. How often does WRYLC meet? WRYLC convenes 11 times total; once a month from October 2026 to August 2027. Each session lasts about two hours, with nine held virtually on platforms such as Zoom or Microsoft Teams and two scheduled as in-person meetings to foster collaboration and growth. What do I do if I am unable to attend a WRYLC meeting? If you anticipate missing a WRYLC meeting, please reach out to facilitator Aastha Ranabhat, Ph.D., at aastha.ranabhat@wisconsin.gov.
