The Random Moment Time Study (RMTS) Sampling Process How does the RMTS Sampling Process work? Employees eligible for sampling will receive RMTS observations at a random date and time selected by the ePolling system based on work schedules entered in the system. At the selected moment, employees receive an email with a link to their RMTS observation. They must click on the link in the email to log into the ePolling system and record activity for that specific moment in time. Employees have 48 hours or 2 business days to complete the observation (weekends and holidays are excluded). On average, employees should expect to receive 2-3 observations per quarter. Some staff may not receive any for a given quarter, whereas some may receive more than the average. Employees must log in and record observations within 48 hours or two business days. Failure to record observations within the required time will result in the observation being coded as non-response, which can mean a loss of potential revenue for the state. A high statewide non-response rate may result in an increase in the number of observations for future quarters. How the Interface Works The RMTS ePolling system imports information directly from eWISACWIS to ensure the most recent case information is recorded to fulfill RMTS observation audit requirements. Once you receive an email with a link to your RMTS observation: Enter the eWiSACWIS Case ID (found on case tab) and the Person ID of the youngest child that your activity is regarding (found in the Participant View on the Case tab, or on the Person tab). Select the ‘Continue’ button to have the ePolling system communicate with eWiSACWIS and pre-fill a portion of the RMTS observation. Data imported from eWiSACWIS: Childs name Case head name Case head person ID Placement type (for child in out-of-home care) Plan information (if applicable for child in an in-home living arrangement) Family First Prevention Services (if applicable) RMTS Observation Submission Employees must submit RMTS observations within the required 48 hour / two business day requirement window. Supervisors may submit non-work related or training activities on behalf of their employees. Employees working during the sampled date and time: Receives initial email notification Log in and record observation within 48 hours or two business days Employees not working during the sampled date and time: If an employee is not working at the time of the observation, but returns to the office prior to the expiration, the employee must log in and record their observation. If an employee was not working at the time of the observation and will not return prior to the expiration, let your supervisor know which code is applicable. The supervisor may record the observation on your behalf. Leave codes: 5.3 vacation 5.4 sick time 5.5 comp/alternate work schedule 5.7 extended leave Responses after 48 hours or two business days: Per federal requirements, employees may not submit activity after 48 hours, or 2 business days. Supervisors may submit non-work related or training activity on behalf of their employees. Supervisors cannot submit any other work activities for their employees. Failure to submit observations may result in loss of Title IV-E revenue and lead to an increase in the number of future observations sent.
