DCF Leadership The department is headed by a secretary, who is appointed by the governor with the advice and consent of the Senate, and has five divisions. The department works in partnership with local governments, health and social services agencies, private providers, and concerned and affected citizens to ensure all Wisconsin children and youth are safe and loved members of thriving families and communities.
