Child Welfare Budget and Funding Information

Wisconsin counties receive state funding allocations to assist in the operation of their child welfare programs.   Also available is information on the major sources of child welfare federal funding.

Promoting Safe and Stable Families (PSSF)

The Promoting Safe and Stable Families (PSSF) grant focuses on helping families stay together. It seeks to prevent child abuse and neglect and the removal of children from their homes. It supports timely reunification where temporary removal was necessary for children’s safety. The program helps with adoptions for those children who cannot return home.

The federal government mandates that the grant award be spent:

  • 20% for family support
  • 20% for family preservation
  • 20% for time limited reunification
  • 20% for adoption
  • 20% for any of the above areas

In Wisconsin, the majority of grant funds go to county and tribal human and social service agencies. The funds help county and tribal agencies:

  • Operate preventive family preservation services
  • Community-based family support services for families at risk or in crisis

Tribal agencies use PSSF funds to put in place the Tribal Family Services Plan. County agencies use PSSF funds for services in:

  • Family preservation support
  • Time-limited reunification

Title IV-E Foster Care and Adoption Assistance Program

The Title IV-E Foster Care and Adoption Assistance Program provides federal reimbursement to states for the costs of children placed in foster homes or other types of out-of-home care under a court order or voluntary placement agreement.
