Human Trafficking Victim Services Overview: The Department of Children and Families (DCF), Division of Safety and Permanency (DSP), Bureau of Youth Services (BYS), will be soliciting a Request for Proposal (RFP) for Anti-Human Trafficking (AHT) services. The AHT program contract will award multiple contracts across the state in regions that current AHT contracts are expiring in. Proposal may be submitted by an organization following Wis. Stats s. 48.48(19), which may be used to “provide treatment and services for children who are the victims of trafficking, as defined in s. 940.302(1)(d), for purposes of a commercial sex act, as defined in 940.302(1)(a)”. Services are to be provided to adolescents and/or youth up to age 21 who have experienced sex trafficking while under the age of 18.
