Case Management Services Overview: The Division of Milwaukee Child Protective Services contracts to provide case management services and for the foster care recruitment and licensing program. The primary purpose of case management services is to provide for the permanency, safety and well-being of each child receiving in-home services (IHS) and ongoing services. The foster care recruitment and licensing programs are responsible for recruiting and informing prospective individuals interested in becoming Level 1 or 2 out-of-home care (OHC) placement resources (i.e., foster and/or adoptive resource) and licensing those individuals. IHS and ongoing services utilize a family-centered approach with the goal of engaging families to create sustainable behavior change in order to create a safe and stable home, achieve permanency for each child, and promote a child’s overall wellbeing. IHS are provided to families where children are at imminent risk of removal from the home through a child in need of protection and services (CHIPS) or voluntarily involvement with child welfare. Ongoing services are provided to children subject to jurisdiction of Chapter 48, who are placed with an OHC provider when the child cannot be safely maintained in the home of their family of origin. Services are provided during normal business hours, and outside of normal business hours (5:00 p.m. to 8:00a.m. and weekends/holidays). Knowledge and application of Wisconsin Child Welfare Standards (Access and Initial Assessment Standards, Safety Intervention Standards, and Ongoing Service Standards), Wisconsin State Statutes (Chapters 48), and Wisconsin Administrative Code Chapter DCF 56 are critical to executing the requirements of these services.
