System for Payment and Reports of Contracts (SPARC) SPARC is a web-based application used for managing grants, submitting reports and tracking payments. SPARC Login Accessing SPARC Users will use their WIEXT ID to access SPARC. If a user does not have a WIEXT ID, they will need to create a logon by following the WIEXT ID Set-up Instructions. Announcement The certification language on several SPARC finance submission forms have been updated to align with federal requirements. These changes do not require any action from users and simply reflect updated federal language around the accuracy of reported expenditures.
