The Runaway and Homeless Youth (RHY) Program Overview: The Runaway and Homeless Youth (RHY) Program is a competitive opportunity for non-profit organizations, local units of government and tribal governments. Eligible youth served through the RHY Program are youth and young adults ages 12-21 (or a subset of that age range) who: have run away, are at-risk of running away, are homeless or at imminent risk of becoming homeless. RHY seeks to ensure services for youth that support safe shelter and stable housing, connections to healthy, supportive and potentially permanent adults, and access to supports designed to assist youth in meeting their social, emotional, mental, cognitive, and physical health needs. In support of self-sufficiency, whenever possible agencies will provide or facilitate access to education and employment-related resources once immediate needs have been addressed. RHY program highlights the importance of grounding youth-driven programming in local and regional partnerships, evidence-based and evidence-informed strategies, and data-driven decision-making. It is DCF’s intent to award one contract per Youth Services Region. Anticipated Posting: Quarter 2, 2026 Anticipated Posting Site: eSupplier
