Race to the Top - Early Learning Challenge Race to the Top - Early Learning Challenge Wisconsin was awarded a Race to the Top Early Learning Challenge (RTT-ELC) grant starting in January 2013 and expiring in 2016. In July of 2016, Wisconsin was awarded a “no-cost extension” to continue spending grant funds and completing projects until December 31, 2017. The full amount awarded to Wisconsin was $34 million.
