Public Adoption Services Overview: The Department of Children and Families will be releasing a Request for Proposal for Public Adoption Services as part of the Public Adoption Program to maximize capacity to achieve timely, high-quality permanent placements for Wisconsin’s children in need of an adoptive home. WI State Statutes, Administrative Rules, Wisconsin’s Ongoing Services Standards, Wisconsin Department of Children and Families (DCF) policies, procedures and memos, drive quality and consistency of adoption services for Wisconsin children. Proposal submissions are limited to child placing agencies authorized by statute to provide foster home conversion adoption services, or private (non-profit or for profit) Wisconsin licensed Child Placing Agencies (CPA) authorized by that license to provide adoption services, including accepting guardianship of children. The planned adoption services to be provided by public agencies must be limited to those services authorized by 48.57(1)(e) and (1)(hm), Wis. Stats.
