3.0 Processing the Application

Certification workers shall be familiar with the WISCCRS User Guide – Creating New Providers Records. Before creating a new provider record, first conduct a thorough search in WISCCRS to find out if the applicant is known to the system. Use the applicants Tax ID, first/last names and address to conduct the search.

 

Once the initial orientation process has been completed and dated in WISCCRS the initial online application will be available to the applicant in the Child Care Provider Portal. If the provider submitted the Expression of Interest and application online using the Child Care Provider Portal, certification workers will receive tasks in their WISCCRS Dashboard and may begin processing the application once submitted. By clicking on the task, the certifier will be taken to the WISCCRS page where the application can be reviewed and uploaded.

 

If the applicant has an existing licensing or certification record it is important for the certification worker to determine whether or not the existing record includes any previous enforcements that might include a stipulation, resulting from an appeal settlement, restricting the individual from applying for a license and/or certification for a specified time period.

 

Example of stipulated language might read as follows: “NAME agrees that neither s/he personally or as a member of a corporate board of directors will apply for (1) child care or day camp licensure under Wis. Stat. s. 48.65 and Wis. Admin. Code DCF 250, 251, or 252 or (2) child care certification under Wis. Stat. s. 48.651 and Wis, Admin, Code DCF 202 for a period of five (5) years from the date this Stipulated Settlement Agreement is fully executed.”
