Child Care Certification Policy Manual
When the applicant fails to submit the required materials/information needed to process the application, the certification worker may send the applicant a letter or email summarizing the information/items missing with a date due. If the information is not submitted by the date specified, certification agencies may modify the application status in WISCCRS as “Incomplete Submission.” This status will be viewable in the Child Care Provider Portal. It is not a denial of certification when the application for child care certification is not processed because the applicant fails to submit complete application materials/information (including required fees). See 3.1 Initial Application for definitions of application status.
If a new applicant fails to complete the new/initial site visit requirement (i.e. never scheduling the initial visit, canceling scheduled initial visits or not being home for scheduled visit) a determination regarding the application cannot be made and the application may be closed out (vs. denied) as "Incomplete Submission". A denial requires a satisfactory investigation and determination regarding the applicant. In order to conduct the investigation and make a determination, the site visit would need to have taken place. In cases where the initial visit is never conducted due to the applicant’s failure to complete the process in the time frame given by the agency, the application decision can be coded in WISCCRS as "Incomplete Submission".
