Wisconsin Department of Children and Families - Division of Early Care and Education
Bureau of Early Care Regulation
Child Care Certification Policy Manual
Conditions (restrictions or exceptions) pertaining to the applicant / operator’s certification approval shall be made in writing. The conditions may be printed on the certificate of approval, however, the agency should not disclose any information that might be protected by confidentiality laws such as juvenile records or any identifying information regarding children, CPS records, AODA, medical or mental health related information.
See Module 9 – Sanctions and the WISCCRS User Guide – Creating New Providers for information regarding condition types / values and information regarding printing conditions on the certificate of approval.
Conditions have a begin date and end date in WISCCRS. The end date is typically the same as the expiration date, but may be sooner if appropriate. Conditions should be re-evaluated at renewal/relocation to determine whether the condition is required. If the applicant/operator has been able to demonstrate a significant change in the circumstances since a condition was executed, s/he may request a re-evaluation of the need for the condition during the certification period.
Certification workers must monitor the applicant/operator to ensure compliance with the conditions (stipulation/exception) as well as with administrative rule. If the certification worker determines the operator is not in compliance with the conditions a sanction ranging from non-compliance to revocation may result.
