To enter complaint information into WISCCRS, it is necessary to verify whether the provider that is the subject of the complaint is licensed or unlicensed and to determine any known history about the center. When a complaint is received on an unlicensed provider, a thorough search in the WISCCRS system is conducted using the name and the address and any other identifying information. Depending upon whether there is history and the type of history, a new record may need to be created in WISCCRS, or if there is previous licensed or certified history, a new location may need to be created in WISCCRS.
The WISCCRS User Guide, Unlicensed Complaints User Guide, provides detail on the how the complaint should be entered in WISCCRS, depending on what is found in WISCCRS (e.g., no previous unlicensed history, previous unlicensed complaint history, unlicensed complaint received – certification/licensing history exists in WISCCRS, unlicensed history and new license application, and unlicensed history and new camp application). After the provider record has been established, the complaint intake and investigation details can be entered in accordance with Complaints / Incidents User Guide in WISCCRS.
