Child Care Licensing Procedure Manual

2.3.1.1 If the Provider is Currently Licensed

If the provider is currently licensed, this fact renders the complaint that the center is unlicensed and carrying for a licensable number of children unsubstantiated. For example, a complainant may allege that a competitor is caring for six children without a license, but the WISCCRS search indicates that the center is licensed for 8 children. It is rare for a complaint to be resolved in this way. The licensing specialist assigned to the center should be made aware of the complaint, but the complaint should not be entered in WISCCRS.

If the WISCCRS search reveals that the center is currently licensed, but the complaint involves an allegation of a licensing statute/rule violation(s), the complaint may be handled as an investigation of a licensed center. For more information on complaint investigations of licensed facilities, see the Complaint Investigation - Licensed Facilities section.
