In addition to determining if the provider is currently licensed, the regional staff person searches for any BECR history with the provider/center. BECR history may include a record of a previous license, denial, revocation, employment in child care, completed background check, or complaint that has been investigated by BECR, whether or not the provider was then licensed, and regardless of the outcome of the investigation(s). For purposes of determining next steps, BECR history does not include:
A record that only includes unsubstantiated complaints that appear to have been made for the purpose of harassment or revenge and were without substance. This conclusion is reasonable when the same person made the same complaint after the first complaint had been investigated and was not substantiated. The licensing manager/licensing supervisor must concur with this determination, and
A record that only includes a complaint about an unlicensed, but certified, child care center when the complaint was referred to the certifying agency for investigation and BECR did not participate jointly in the investigation. If BECR did participate in a joint investigation with the certifying agency, the complaint is included as BECR history.
