A complaint is an allegation of one or more violations (also referred to as a noncompliance) of Wis. Stat. ยง 48 and/or pertinent administrative code (rule) that requires an investigation and, if confirmed as true, appropriate follow-up action. BECR has regulatory authority to only investigate allegations that meet this definition. That is, if an allegation does not involve noncompliance with a matter regulated by licensing rule, it cannot be accepted as a complaint because BECR does not have the authority to investigate it. (See 3.3.1.)
