17.1 Introduction
A JALJAL is an interest-free loan of $25 to $1,600. A JAL can be used to meet a specific expense that helps an applicant get or keep a job.
JAL applicants must meet W-2W-2 financial and nonfinancial eligibility and JAL eligibility criteria listed in 17.2.1. W-2 agencies cannot develop more narrow JAL eligibility guidelines.
JAL is a non-entitlement program and applications will be reviewed when funding is available.
W-2 agencies must not use JALs in place of W-2 services or other appropriate financial resources.
