Child Care Licensing Procedure Manual
Child care and day camp administrative rules mandate specific staff requirements for persons employed by child care programs. Staff records must be available to Bureau of Early Care Regulation (BECR) licensing specialists for review to ensure compliance with these specific staff requirements.
Staff records must be kept on-site at all child care facilities. Only those items required by administrative rule must be housed on-site and be readily available to the licensing specialist. The licensing specialist may grant an exception to keeping the staff records on-site, with the approval of the licensing manager/supervisor. If staff records will not be kept on-site but will be stored at another location, those records must either be reviewed by the licensing specialist at the storage location, or the licensee (or licensee’s designee) or program director (if license exempt) must bring the staff files to the center location for the licensing specialist’s review. This is necessary to assure that the staff records are kept within the licensee’s or program director’s control at all times.
