Child Care Licensing Procedure Manual
With the agreement of the licensing manager/supervisor, the licensing specialist may grant an exception to the requirement for keeping staff records on-site under one of the following conditions:
The licensee or program director (if license exempt) makes a request to keep staff records at the child care headquarters and the headquarters is located in the same area as the licensing specialist’s caseload, or
The licensee or program director (if license exempt) makes a request to keep the staff records off-site but agrees to make the records available for inspection on-site within two hours after the licensing specialist’s arrival at the program. In this case, the licensee or program director must travel with the records to the center and keep the records in his/her control at all times.
In either case, a licensee or program director cannot scan and send staff records to any location (including the center location or regional office) for the licensing specialist’s review during the monitoring visit. The records must be reviewed either at the alternative off-site location, or the licensee or program director must bring the records to the center or day camp for review.
