5. Forfeiture Payment Process

Unless appealed, a forfeiture must be paid within ten (10) days of receipt of the notice of the forfeiture assessment in accordance with Wis. Stats. ยง 48.715(3)(a)3.

The BECR central office manager monitors the forfeiture payment collection process in central office. Payment for forfeitures is sent to the BECR central office manager, who deposits the payment in the State School Fund and documents the payment in WISCCRS. In situations in which the regional office receives payment covering both forfeiture fees and other fees such as licensing fees, the regional office deposits the check. In this case, the regional office should record the forfeiture in WISCCRS and notify the BECR central office manager that forfeiture fees were collected by the region.

When payment is received, the BECR central office manager will do the following:

Regional office staff should verify that all required documents are uploaded in WISCCRS and close the forfeiture once the forfeiture is paid in full. (If an order was also issued, the forfeiture cannot be closed until the licensing manager/supervisor or licensing specialist has verified that the order can be closed.)

The regional office must inform the BECR central office manager when a forfeiture is appealed. The licensing manager/licensing supervisor must also immediately notify the BECR central office manager of other events that affect the forfeiture payment, such as when:
