Child Care Licensing Procedure Manual
A regular, non-expiring license must be continued every two (2) years if the licensee has been found to be in substantial compliance and has paid the appropriate fees. Sixty (60) days prior to the regular license continuation date, the WISCCRS-generated request for continuation materials and fee payment is sent to the licensee by a BECR regional program associate. The continuation request is sent to the licensee on the 25th of the month via regular mail so that the provider has two full months to return their materials before their license continuation date. Included in the request of materials is a publication listing fees and documents that may need to be updated prior to continuation. This publication is titled Items to be Submitted to Regional Office at Time of License Continuation (Day Camps, DCF-P-5061, Family Child Care Center, DCF-P-5062 or Group Child Care Center, DCF-P-5063) and is used by the licensee as an aid to ensure submittal of a complete application for license continuation.
The licensee is expected to submit all documents listed on the Items to be Submitted publication, along with the licensing fee, any outstanding forfeitures, and the completed and signed license application form. The program associate collects the continuation materials, reviews them for completeness, and may request additional information from the licensee if necessary. This review may be shared with the licensing specialist. If all materials are not submitted, the program associate completes and sends the Missing Application Items Notification letter to the licensee. In addition, the program associate or licensing specialist may also contact the applicant directly regarding missing items.
Once all continuation materials have been submitted, the program associate uploads them into WISSCRS and notifies the licensing specialist that the materials are available to review. The licensing specialist reviews all continuation materials and may request an update to certain documents. The review should include the following documents:
Changes to policies
Proof of Insurance if cats or dogs are allowed in areas of the center accessible to children
Proof of vaccination if cats or dogs are on the premises of the center
Stipulations
Exemptions and Exceptions
Complaints
Statements of Noncompliance and Correction Plans (DCF-F-CFS294s) that have not been verified as corrected.
Pursuant to Wis. Stat. ยง 48.66 (5), the license continues for another two-year period if the minimum requirements for licensure are met, the application is approved and the applicable fees and forfeitures are paid. No new LOT or license certificate is issued unless the terms of the license change.
WISCCRS should be updated at license continuation and at any time there is a change to information contained in the system. All information received as part of the continuation materials must be uploaded in WISCCRS.
Note that until the WISCCRS-generated license continuation letters have been updated with correct language regarding the consequences of not returning continuation materials timely, the continuation materials must include a License Continuation Half Sheet on colored paper that correctly describes the process should the licensee fail to return materials timely.
