3.10 - Record Keeping

The notice of suspension (and subsequent reinstatement or additional sanction letters) shall be uploaded into WISCCRS Enforcements Module. If the notice contains confidential information (i.e. identifies juveniles, includes mental health, AODA information) the notice shall be uploaded into the confidential documents module. See WISCCRS User Guide – Documents for instructions.

 

Take care to code the operator’s status accurately in WISCCRS. If the basis for the suspension is DCF 202 or the Background Check Law the operator’s category status should be modified to ‘Suspended’. See the WISCCRS User Guide –Changes and the Enforcements User Guide.

 

Certification workers shall also use the Enforcements Module in WISCCRS to document details regarding the suspension. The Enforcements Module enables certification workers to document the following:

 

 

Although the Enforcements Module documents the enforcement details, the certification worker must still modify the category accordingly on the Categories screen in WISCCRS in order to end the certification and authorizations/stop payment during the suspension.

 

As stated in Section 3.4 - Impact of Suspension on an Operator’s YoungStar Rating, once the category status in WISCCRS is changed to 'Suspended' and the suspension date is entered in the End Date field, the operator will no longer be displayed on the YoungStar Public Search page. If the suspension is appealed, the agency should change the category status in WISCCRS to 'Certification Suspended - Appeal Received'. The category end date will remain the date the provider was suspended. If/when the provider is reinstated or revoked, the certifier will need to update the WISCCRS status accordingly.
