Child Care Certification Policy Manual
The certification worker should plan the investigation methodology (i.e. how, when and where to gather the information needed to conclude the investigation). The certification worker should consider sequence and timing of the investigative steps; i.e., what needs to happen first, next and so on and the schedule for when these steps will occur. For example, it may be desirable to establish a specific order in which witnesses will be interviewed. It may be more advantageous to schedule observations at the certified program prior to conducting interviews. It may be best to review records first. Once the certification worker has established a sequence for information gathering, a time line of activities can be scheduled. Remember, it is important to begin the investigation as soon as possible after the complaint is received. This will help to ensure that the evidence is available and reliable and will help move the investigation forward. Modifications to the investigation methodology may become necessary as the investigation progresses.
