3.6.2 Backdating Certification

The MyWIChildCare EBT card provides families with the ability to pay for child care using subsidy funds utilizing an EBT card. Under the new structure, a child care authorization may begin on the parent’s request for assistance (RFA) date, provider regulation start date, the YoungStar/Wisconsin Shares Participation Contract date or the date the child began attending the program, whichever is later. For this reason it is important that certification agencies include YoungStar contracts in their certification application materials / packets.

 

Note: If a certification agency receives a YoungStar Contract in error, the agency should date stamp the YoungStar Contract and forward the Contract to the appropriate local YoungStar office via FAX or email. See the list of local YoungStar offices. If the certification agency receives a Wisconsin Shares Agreement the agency should date stamp the agreement and send to YoungStar@wisconsin.gov

 

With the rollout of MyWIChildCare EBT card in October of 2016, the payment structure for Wisconsin Shares changed again. The MyWIChildCare EBT card provides families with the ability to pay for child care using subsidy funds utilizing an EBT card. Under the new structure, a child care authorization may begin on the parent’s request for assistance (RFA) date, provider regulation start date, the YoungStar/Wisconsin Shares Participation Contract date or the date the child began attending the program, whichever is later.

 

Abusive Head Trauma (AHT) / Shaken Baby Syndrome Prevention (SBS) and Backdating Certification

For new applicants who wish to care for children under age 5, the certificate of approval cannot be backdated further than the date the AHT/SBS training (or pre-training) was completed, even if the applicant submitted a complete certification application and / or YoungStar contract prior to the AHT/SBS date (unless the operator is certified to care for only children age 5 and older).  This means that if an operator cared for children under age five (5) who are receiving child care subsidy, the subsidy program will not pay for the care provided prior to the completion of the AHT/SBS training.
