11.1 Addressing Barriers to Completing Assigned Activities

W-2 workers are responsible for supporting participants through their involvement in the W-2 program. It is essential workers understand that a participant’s needs and availability may be subject to change due to the barriers they face.

Individuals participating in W-2W-2Wisconsin Works face a variety of barriers that may impact program participation, including, but not limited to:

  • Finding safe, affordable, and reliable childcare;

  • Physical and mental health challenges;

  • Transportation;

  • Housing instability;

  • Family crisis; and

  • Domestic violence.

Participants who experience difficulty participating in assigned activities, have a payment reduction, or have a pattern of absence may need more individualized support.

A pattern of nonparticipation without good cause is one reason the FEPFEPFinancial and Employment Planner may consider completing the WWPWWPWisconsin Work Programs Informal Assessment, as it can help guide the conversation about potential barriers and service needs. (See 5.2.3)

FEPs should collaborate with participants to:

  • Identify the root cause of barriers;

  • Provide personalized support; and

  • Help participants anticipate and address barriers before they disrupt participation in assigned activities.
