2.1  Introduction to Time Limits

Time limits stress mutual responsibility: the W-2 program provides services designed to promote employment while participants are expected to prepare for and enter employment. The purpose of the time limits and case management practices encouraging immediate engagement is to ensure participants make progress as quickly as possible towards work in unsubsidized employment. W-2 eligibility has a state lifetime limit of 60 months. Participation in a W-2 subsidized employment position (TEMP, CSJ, and W-2 T) is limited to 24 months. The goal of W-2 participation is to raise participants’ employment rates and earnings and reduce reliance on government programs.
