Child Care Licensing Procedure Manual
The licensing specialist or other assigned staff person emails copies of the signed Notice of Revocation to the following individuals/agencies:
Licensing specialist for record keeping purposes
Licensing manager/licensing supervisor
BECR bureau director
DCF Office of Legal Counsel
Bureau of Child Care Subsidy Administration
Bureau of YoungStar
Department of Public Instruction, Child and Adult Care Food Program
Wisconsin Early Childhood Association
The Registry
Upon receiving the Notice of Revocation, other interested entities will also take action in response to the revocation. For example, upon receipt of a Notice of Revocation, the Bureau of Child Care Subsidy Administration designates the licensed provider to be out of regulatory compliance. This action also suspends the provider’s Wisconsin Shares payments until the revocation is finalized and/or the appeal, if applicable, is resolved. Likewise, reimbursement from the food program administered by the Department of Public Instruction, Child and Adult Care Food Program, is terminated when the program is informed that the child care license is revoked.
BECR regional office staff may also notify other involved agencies in their region of the revocation either verbally and then through follow up with a blind copy of the applicable Notice of Revocation; or, just simply by sending a blind copy of the notice electronically, through the mail or by fax. Note: It is the responsibility of the provider to communicate with other agencies should s/he remain in operation pending a hearing request. Other individuals/agencies that the BECR regional office may also inform include the following:
Resource and referral agency so that new referrals will not be made to the facility;
County social/human services agency that authorizes child care subsidy payments; (Note: Even if the child care provider appeals the revocation and wins, the child care subsidy payments will not be repaid for the period they are stopped pending the outcome of the hearing.)
Law enforcement, if the basis for the revocation relates to an ongoing criminal investigation
