Bureau of Early Care Regulation
Child Care Licensing Procedure Manual
Pursuant to Wis. Stat. ยง 48.68, in reviewing an application, the department may consider any action by the applicant or by an employee of the applicant that constitutes a substantial failure by the applicant or employee to protect and promote the health, safety, and welfare of a child. If the applicant fails to meet minimum requirements for group child care licensure, the application is denied.
The application denial decision is made in consultation with the licensing manager/licensing supervisor, who will also seek consultation and approval from the BECR director. If the decision is made to deny the application, one of the standardized format letters (either Notice of Denial or Notice of Denial-GCC Checklist Issues), found on the BECR Intranet is sent to the applicant.
