Child Care Licensing Procedure Manual
It is not necessary to issue a new license or require resubmittal of all documents required as part of a new application, as long as the following conditions are met:
At the licensing specialist’s discretion, the new owner(s) may be required to work with and receive a final sign off from an SFTA Technical Consultant.
The new owner(s) must submit a complete application as the owner of the facility to document who is assuming full legal responsibility for ensuring compliance with all licensing statute and administrative rules.
The new owner is exempted from submitting those attachments listed on p.4 of the application that have already been submitted and are not changing under the new ownership (i.e. articles of incorporation, indoor/outdoor diagrams, proof of insurance, etc.)
The new owner is required to submit attachments that have changed with the new ownership, including the list of board members with the title, address, telephone number and dates of office, written delegation of administrative authority, Background Check Request form for the new board chairperson, updated W-9, etc.
If transportation will be provided by the center, depending on how the vehicle(s) are registered, the new owner(s) may need to update the vehicle registration paperwork, obtain new license plates, etc. and submit new proof of insurance and vehicle inspections.
All prior monitoring results, including violations and enforcement actions, that comprise the compliance history of the purchased child care center continue after the purchase of the child care business. The public child care search website will continue to show the licensing history from the previous three years.
If the new owner will be participating in YoungStar and eligible to receive Wisconsin Shares authorizations, the new owner must contact FIS to sign a new contract. (Because a new provider number is not issued, if FIS is not contacted, all FIS activity will continue to be recorded under the 1099 for the previous owner for that calendar year.)
