Child Care Licensing Procedure Manual
Licensing specialists monitor for compliance with all rules during each two-year licensing period using the Licensing Checklist – Family Child Care Centers DCF 250 (CFS-0069), contained in the mobile application. Licensing specialists determine the monitoring plan and may enter a next monitoring visit date that is different than the date required by the monitoring plan if additional follow up is needed. Monitoring plans may change based on the results of monitoring visits.
A Noncompliance Statement and Correction Plan (DCF-F-CFS294) or Compliance Statement (DCF-F-CFS785) must be issued at each monitoring visit unless the visit is solely for the purpose of the following:
Providing technical assistance;
License amendment;
Verifying correction of a previously identified noncompliance(s), or
Investigating a complaint or incident/accident report (during which no other monitoring occurred) that does not result in a noncompliance(s).
In addition to routine monitoring activities, the licensing specialist investigates complaints and reviews incident and accident reports required under Wis. Admin. Code § DCF 250.04(3) and takes appropriate follow-up action.
For more information on monitoring, see the procedure section titled Monitoring Activity Standards. These procedures identify the minimum number of visits to be made to each type of facility, depending on size, type and compliance history. The Monitoring Activity Standards section also details the minimum samples for both child and staff record reviews. For more information on complaint investigations, see the procedure section titled Complaint Investigation-Licensed Facilities. For more information on incident and accident reporting, see the procedure section titled Incident, Accident and Death Reporting.
