Child Care Certification Policy Manual
The notice of denial shall be uploaded into WISCCRS in the Enforcements Module (effective August 2014). If the notice contains confidential information (i.e. identifies juveniles, includes mental health, alcohol and other drug abuse information) the notice shall be uploaded into the confidential documents module. See WISCCRS User Guide – Documents for instructions. Take care to code the denial decision accurately in WISCCRS. See the WISCCRS User Guides – Creating New Providers and Closing a Provider Site/Changes.
If the basis for the denial is DCF 202 the appropriate application status is ‘Denial-DCF 202’.
If the denial is due to a barred offense by the applicant as specified in the Background Check Law, the appropriate choices in WISCCRS include:
Denial – 5-year Bar
Denial – Bar w/Rehab
Denial - DCF 13 – Subst Related
Denial - DCF 13 Other
Denial – Permanent Bar
Denial – Permanent Bar Provider
If certification is denied due to one of the barred offenses for the applicant/operator, the information will become part of future caregiver background check results. The denial will be displayed on the DHS (IBIS) letter if a caregiver background check is conducted on the applicant/operator in the future.
If the denial is due to the background check law and a household member’s background check, the appropriate choice would be ‘DCF 12 – other’, this way the background check law related sanction will not appear on the IBIS for the applicant/operator in the future.
The table titled Application Status Fields in the WISCCRS Guide – Creating New Providers indicates which values are included in an IBIS search result.
Certification workers shall use the Enforcements Module in WISCCRS to document details regarding the denial. The Enforcements Module enables certification workers to document the following:
The enforcement action
Date notice of the enforcement action was mailed to applicant/operator
Who the enforcement action pertains to if denial is due to background check law (i.e. applicant, operator, household member, employee)
The reason (tag) for the enforcement
Appeal request, hearing date and decision
Closed date (remember to close out the enforcement was appeal time-line has expired or decision of appeal is known.

Although the Enforcements Module documents the enforcement details, the certification worker must modify the application status field in WISCCRS accordingly (located on the Decision page). See the Enforcements User Guide for additional instructions.
See Section 6.1 regarding release of information when a potential employer calls the certification agency to inquire about the IBIS results. Uploading the sanction/enforcement letter in WISCCRS is critical to ensure the applicant / operator’s record will indicate whether or not the denial (as indicated in IBIS) is due to the applicant/operator.
