Child Care Certification Policy Manual
In accordance with DCF 202.01(3), a certification agency may grant exceptions to any standards in DCF 202.08 if the certification agency determines that an alternative means meets the intent of the requirement. However, specific certification rules also have statutory requirements. As such, certification workers may not grant exceptions to any requirements codified in a statute, as statutes trump administrative rules. The following training requirements (as outlined above) are codified in statute:
SIDS training requirements
AHT/SBS training requirements
Entry-level pre-service training requirements
Vehicle alarms and vehicle insurance
Carbon monoxide detectors
Background check law and barred offenses
