3.12.1 In-Home Child Care Relocation

If the family that the in-home certified operator is providing care for moves to a new residence, the certification does not follow the operator to the family’s new residence. In these cases the operator must apply for certification at the new location and the existing in-home certification category shall be ended when the family moves. Ending the in-home certification category will subsequently end the authorization for the family. If the operator fails to submit the new application prior to the move there may be a gap in certification. The certification worker shall start the new application in WISCCRS using the same location number and modify the location address.

 

If the family relocates to a new county, both the family and the operator must apply for child care subsidy and certification in the county with jurisdiction (see Module 1 Section 8) and WISCCRS User Guide – Changes for additional guidance.

 

An in-home certified operator’s certification should be ended when it is determined the operator is no longer be providing care in the child(ren)’s home. In most cases the operator notifies the certification agency and the certification category is ended as a “voluntarily closure.” Unless circumstances warrant a revocation (with appeal rights) the certification agency is not required to revoke in-home certification when care is no longer being provided in the child’s home. Depending on the circumstances the agency may choose another status value in WISCCRS such as voluntarily closure, withdrew certification, provider left child care field, non-renewal, loss of contact, etc. Because the certification is not transferrable to another location, if/when the provider reapplies for certification at a new address, a new application is required to be submitted.

 

If the in-home certified operator’s certification category is ended and the provider wishes to apply for family child care in his/her own home, a new application is required at a “new location” WISCCRS User Guide – Changes.
