2.3 - Conflict of Interest

The certification agency (county / tribe or subcontracted agency) shall ensure the establishment of safeguards to prevent employees, consultants, or members of governing bodies from using their positions for purposes that are, or give the appearance of being, motivated by a desire for private gain for themselves or others, such as those with whom they have family, business, or other ties.

The certification agency will ensure that employees and subcontractors who determine child care eligibility, issue child care authorizations, or certify child care providers are not certified operators, child care licensees, owners or directors of a child care facility or do not otherwise have a financial interest in a child care facility where Shares authorizations are used.

The certification agency  may not assign certification duties or request / approve WISCCRS / WebI access to a certification worker who is also licensed or certified to provide child care or who also is employed or volunteers in a licensed or certified child care program.
