Wisconsin Works (W-2) Manual

7.2.2 Case Management Underemployed (CMU)

The CMUCMUCase Management Underemployed placement is for applicants entering the W-2W-2Wisconsin Works program who are working full-time or who are working part-time and have no barriers to full-time employment.

The purpose of the CMU placement is to provide support that helps participants maintain employment and pursue career advancement. This includes applicants with farming and self-employment income, provided they meet other placement criteria.

Participants may continue in CMU provided they:

  1. Continue working;
  2. Have no barriers to full-time employment; and
  3. Meet all financial and nonfinancial eligibility requirements.

FEPFEPFinancial and Employment Planners must not assign a CMU placement to applicants who are marginally employed, for example, working only a few hours per week or inconsistently. Depending on the individual’s specific circumstances, the agency may place a marginally employed applicant in a W-2 TW-2 TW-2 Transition, CSJCSJCommunity Service Job, or pro-rated CSJ placement.

CMU is not for ongoing W-2 participants who find employment. W-2 participants who become employed while already enrolled in W-2 should be placed in CMFCMFCase Management Follow-Up or CMF+CMF+Case Management Follow-Up Plus. (See 7.2.3)

A participant in the CMDCMDCase Management Denied placement who finds unsubsidized employment may be placed in the CMU placement. FEPs should document this in PIN comments.
