4.4.6  Access to ECF by an Applicant, Participant, or Authorized Representative

An applicant, participant, or authorized representative may request to view and copy any records pertaining to the applicant or participant’s case file, including documents stored in  ECFElectronic Case File. Due to the confidential nature of ECF, at no time may a third party be given unsupervised access to ECF. If a representative requests review of an individual’s file, the W-2 agency must:

·        Have an agency representative sit with the representative to review the case file documentation in ECF; or

·        Print out the appropriate documentation for the representative.
