9.1.2 Referral to the Public School Program

The referral of all or a portion of a complaint concerning a public school program can be made by telephone or in writing, depending on the nature and urgency of the complaint allegations. To determine the appropriate recipient of a public school complaint referral, BECR should check the completed DCF-5155 form which will identify the name of the program contact person and the email address to use when communicating with the program.

The following should be communicated in a referral to the public school program contact person and/or school district representative:

We have received a complaint alleging a violation of Wis. Admin. Code § DCF 251 at <Name and Address of Public School Program>. The allegation concerns a possible violation of an administrative rule that is not included in the Annual Health and Safety Rule Tag that is monitored by Bureau of Early Care Regulation (BECR) licensing staff. Therefore, this complaint is not under BECR’s jurisdiction. We are referring this complaint to you for follow up. The following is information reported to us regarding <Name of Public School Program>: <Insert general complaint information here, including complainant contact information if available> Thank you for your attention to this complaint.
