When BECR staff enters the public school program into WISCCRS, the category begin date is the data received date. The expiration date entered for a public school program is four years from the data entry date. Sixty (60) days prior to the expiration date, continuation materials, including Continuation Procedures, and Public School Operated Programs (DCF-F-5154) are sent to the public school program by a BECR regional program associate. The continuation request is sent to the public school program on the 25th of the month via regular mail so that the provider has two full months to return their materials before their expiration date.
The public school program is expected to submit the completed and signed Continuation Application form and any of the required attachments listed on the Continuation Application – Public School Operated Child Care Programs (DCF-F-5404). The program associate collects the continuation materials, reviews them for completeness, and may request additional information from the public school program if necessary. This review may be shared with the licensing specialist. If all materials are not submitted, the program associate completes and sends the Missing Application Items letter to the public school program. In addition, the program associate or licensing specialist may also contact the public school program directly regarding missing items.
Once all materials have been received, the program associate uploads them into WISSCRS and changes the expiration date to four (4) years from the current expiration date. This creates another four year continuation period. The program associate may notify the licensing specialist that the materials are available to review (per regional process). The licensing specialist reviews all continuation materials and may request an update to certain documents, if necessary. The review can include the following documents:
Results of the water test for lead and bacteria (if the water source is a private well)
Current written delegation of administrative authority
Copies of the 4K collaborative agreements with the school district
Copies of collaborative agreements with any Head Start centers
WISCCRS should be updated at continuation and at any time there is a change to information contained in the system. All information received as part of the continuation materials must be uploaded in WISCCRS.
