1.6.1.1 Requirements for Continuing a Regular License When the Licensee was in Substantial Compliance

If a licensing specialist has been unable to complete all monitoring requirements for a regular license during the two-year licensing period because the center remains voluntarily closed at the end of the licensing period, but the center was not operating in substantial compliance with applicable rules while open, the licensee should be given the option of surrendering the license at the end of the two-year licensing period or the licensing specialist may initiate revocation of the license.
