If a licensing specialist has been unable to complete all monitoring requirements for a regular license during the two-year licensing period because the center remains voluntarily closed at the end of the licensing period, but the monitoring that has occurred indicates that the center was operating in substantial compliance with applicable rules while open, the license may be continued.
When the licensee informs BECR that s/he is ready to reopen the center, BECR will conduct an announced licensing visit at which time the licensee must meet minimum licensing requirements (using the Initial Licensing Checklist).
